LYNNFIELD — The Board of Selectmen will convene a special public meeting on Tuesday, April 4 at 7 p.m. to discuss five warrant articles on the upcoming annual Town Meeting. It will be held at the Al Merritt Center, 600 Market St., second floor.

Public comment will be welcome on all five articles at the meeting.

The agenda includes a discussion on the citizens’ petition for the proposed 800-seat, eight-screen luxury cinema at MarketStreet under Article 23. National Development Managing Partner Ted Tye will be present for this discussion.

Voice votes, fields

It will also include a discussion on Articles 14, 25, 26 and 27 with Arthur Bourque.

Article 14 seeks to amend the town’s general bylaws to change the method by which a two-thirds vote at future Town Meetings is determined. Bourque will discuss this article in his role as Town Moderator. If passed, it would mean that for any Town Meeting action requiring a two-thirds vote for passage by statute, the moderator may opt to “declare the result on the basis of a voice vote without a count.” This declaration would stand unless it was “challenged by seven or more voters before the meeting has proceeded to the next article.”

Articles 25 seeks funds for improvements to Jordan Park, Article 26 seeks funds for improvements to the middle school’s fields, track and athletic facilities and Article 27 seeks funds for engineering, design, construction and site work for other town athletic facilities. Bourque will discuss these articles in his role as chairman of the Fields Committee.
