LYNNFIELD — The Select Board unanimously voted to reappoint two Finance Committee members during a recent meeting.

Select Board Chairman Dick Dalton said Finance Committee Vice Chairman Tom Kayola and FinCom member Chris Caprio both informed Chairman Chris Mattia that they wanted to be reappointed to their respective seats.

“The Finance Committee’s chair strongly recommends that they be reappointed,” said Dalton.

Kayola and Caprio’s terms will expire on June 30, 2024.

Speed limit change reaffirmed 

The Select Board unanimously voted to reaffirm a speed limit change that went into effect two years ago.

Assistant Town Administrator Bob Curtin recalled that the April 2019 Town Meeting voted to adopt a 25 mile-per-hour speed limit in all thickly settled and business districts throughout the town that were not already posted.

“We were informed by the Massachusetts Department of Transportation that the Select Board should take another vote to express that the intent was to have the 25 mile-per-hour speed limit be on all roadways in thickly settled and business districts,” said Curtin. “The board would have the option to pick and choose roadways, but the intent was to apply it to every roadway that was not otherwise posted.”

Street acceptance finalized

The Select Board unanimously approved an order of taking for Zepaj Lane.

Curtin recalled that Spring Town Meeting voted to accept Zepaj Lane as a public way in June.

“This officially takes the roadway for the town,” said Curtin. “It will be registered at the Registry of Deeds after the board signs the order. There will be a final notice that will be sent to all owners of abutting properties.”

Facility requests OK’d

The Select Board approved several proposals from the library and athletic teams that requested to hold fundraisers and other events on town property.

The board signed off on the Lynnfield Public Library and Lynnfield Cultural Council’s request to hold A Cultural and Historical Reflection of the 1960s through the Music of The Beatles, which took place from on Thursday, Aug. 5 on the Town Common. The Select Board approved the library’s request to hold the Magic Show with Bonaparté, which will take place on Friday, Aug. 13, beginning at 11 a.m. on the Town Common.

The Select Board approved the Lynnfield High cheerleading team’s request to hold a car wash at the South Hall parking lot, which took place on Sunday, Aug. 8. The high school’s girls’ soccer team’s request to hold a car wash at the South Hall lot on Sunday, Sept. 12 was approved. The board approved the boys’ soccer team’s car wash request on Sunday, Sept. 19. The Select Board signed off on the LHS boys’ hockey team’s request to hold a car wash at the South Hall lot on Sunday, Oct. 3.

Lastly, the Select Board approved A Healthy Lynnfield and the Think of Michael Foundation’s request to install a banner for the third annual A Night of Hope by Town Hall and the public safety building.

“A Night of Hope will take place on Sunday, Sept. 26,” said Select Board member Phil Crawford, who leads A Healthy Lynnfield.

License transfer approved

The Select Board signed off on Lynnfield Gulf’s request to have its wine and malt liquor package store license transferred from Verc Enterprises to Nouria Energy Retail, LLC.

“The facility remains the same,” said Curtin. “The hours and conditions for the license remain the same.”

Lynnfield Gulf general manager Tony Santilli told the board that he is TIP certified and has worked in the business for 20 years.

One-day liquor license

The Select Board approved a one-day liquor license application from Davio’s Northern Italian Steakhouse for the restaurant’s Parking Lot Party that took place last month.

MarketStreet Lynnfield Marketing Manager Annie Healy said the Parking Lot Party was a joint event being held by Davio’s and the outdoor mall.

“We worked with town officials to make sure the event is safe and controlled,” said Healy.

Healy said signs were posted around the area in order to make sure attendees would not be able to bring alcohol to other parts of MarketStreet. She said a police detail and MarketStreet security monitored the event in order to make sure attendees were on their best behavior.

The marketing manager also said Davio’s TIP certified servers checked attendees’ IDs in order to make sure no underage drinking occurred at the Parking Lot Party. She said guests were given wristbands indicating whether a guest was 21 and older or were under 21.

“I think it is a great opportunity for Davio’s to increase their exposure in a way that is safe and enjoyable for the community,” said Healy.

Town Administrator Rob Dolan said Interim Police Chief Nick Secatore, Fire Chief/Emergency Management Director Glenn Davis and Building Inspector Joe O’Callaghan reviewed Davio’s proposal for the Parking Lot Party.

“They have no objections,” said Dolan.

After the discussion, the Select Board unanimously approved Davio’s Northern Italian Steakhouse’s request for a one-day liquor license.
